Sir Rowland Hill

When Rowland Hill, the MP for the Worcestershire Parliamentary
seat of Kidderminster, was Postmaster General in the 19th Century,
he hit upon an idea that was to revolutionise postage around the
world. His introduction of the postage stamp, which for the first
time embraced the concept of the sender rather than the receiver of
a letter paying for its dispatch, was one of the county's greatest
ever innovations.
